Illumulus works across multiple infrastructure domains that share a common challenge: how complex, multi-actor systems operate safely, efficiently, and sustainably under conditions of incomplete information and fragmented governance.

Our work focuses on understanding how technical systems, institutions, and human coordination interact—particularly in environments where failures in information sharing can lead to systemic risk.

Space Systems

Coordination, Awareness, and Sustainability in Orbit

Space systems increasingly function as shared, congested infrastructure environments. As the number of satellites and operators grows, challenges related to space situational awareness (SSA), coordination, and long-term sustainability become more pronounced.

Illumulus examines space systems as socio-technical infrastructures, where safety and operational viability depend not only on sensing and tracking technologies, but also on:

  • Information-sharing frameworks among operators

  • Coordination mechanisms across public and private actors

  • Institutional roles and responsibilities

  • Data transparency, provenance, and trust

  • Human and organizational factors influencing decision-making

Rather than focusing on specific SSA tools or tracking systems, Illumulus contributes a systems-level perspective on how information is generated, communicated, and acted upon across the space ecosystem.

Urban Systems

Lessons from Complex, Multi-Actor Infrastructure on Earth

Cities represent some of the most complex infrastructure systems on Earth. They involve multiple operators, overlapping jurisdictions, legacy systems, and constant demand for coordination under uncertainty.

Illumulus studies urban systems with a focus on:

  • Digital infrastructure and data governance

  • Smart city systems and interoperability

  • Sustainability and long-term resilience

  • Public–private coordination

  • Decision-making under incomplete or imperfect information

Through doctoral research and applied projects, Illumulus examines how cities attempt—and often struggle—to manage shared infrastructure despite the availability of advanced data and analytics.

These challenges provide valuable insights into how coordination failures emerge, even when technical capability exists.
